Years ago when I was in the Navy, my captain had a saying: "Every sign is a failure of leadership." For example, if you need a sign saying "no smoking," it's because you didn't properly train your sailors not to smoke in that space.
Did the your captain say that therefore: take down the sign; the sailors can go ahead and smoke? Redesign the facility so sailors won't be tempted to smoke?
That seems to be what your analogy implies.
If the Captain said: "Train your sailors better so they won't need a sign to know not to smoke," that sounds more like "raise your children to show some respect."
