The reasoning here is along the same lines of allowing kids to sled on the capitol grounds. If people want to wade, in defiance of the wishes of the architects and planners, the failure belongs to the latter. They should instead embrace the re-purpose, as that is the essence of living with somthing, anywhere. Which is what memorials (like funerals) are for: the living.
